If a child who is being adopted is a minor, the natural parents' rights will need to be terminated prior to the child's adoption. Parental rights can either be voluntarily or involuntarily terminated. If there is enough convincing evidence that the natural parents have either abandoned or neglected the needs of the child, the natural parents' rights can be involuntarily terminated.

Domestic adoptions occur when both the parent hoping to adopt and the child who is being adopted both live in the United States. If the adoption is between a child and parents who live within the state of Pennsylvania, it is called intrastate, and if the adoption is between parties in two different states, it is called interstate. International adoptions are much more complicated and involve the adoption of children from a country other than where the adopting parents live.
